It doesn't have netcat at all? That's strange, also make sure to try nc, ncat and netcat if you haven't already (along with toybox netcat, etc). If it doesn't have it, the only ways around that would be to push the binary into a place you can execute it, use jdwp to execute custom code or use raw bash TCP sockets.
