Dynamo Packages not loaded without internet

What did you do?

Disconnect Internet, load Revit and load Dynamo without Internet.

What did you expect to see?

Previously installed packages loaded.

What did you see instead?

If I open a script with packages they appear as not installed. However, if I close Dynamo and reconnect to internet and reopen. Dynamo seems to detect the packages.

What packages or external references (if any) were used?

Clockwork 2.12.2

Sorry @johnpierson, I meant that the packages were detected after connecting to internet and relaunching Dynamo. No external addins were installed at the time.

Ok, so it sounds like workspace references isn't allowing the packages to load if you are offline?

I don't know why packages are not loaded, but it is related to the failing internet connection. Were you able to reproduce?

Workspace references is computed after the package loading mechanism(which is during startup) and doesn't depend on internet connection. I will look to debug this issue locally.
