Considering that anyone has the freedom to use any language they want and even use multiple languages with one study, perhaps the most feasible way would be the option to apply a language tag to each study. Perhaps this would default to Japanese if your default language is Japanese, and English if not (reason being that a lot of Europeans still use English to communicate). That said, that would only be a default and if you write a study in German then you can always manually change the tag.
We could either utilize existing tags or add a new language property to each study, which I think I would prefer. This property would be optional. For new studies we would default to user's language. Using a flag would be nice... The main study list page, would allow filtering by language - default probably to all language for now.
But not too sure about existing studies, if I leave them empty filtering by language would return close to nothing for some time, I could assign them the language of the user, but that might not be accurate. I could try some language detecting api, but not sure if it's worth setting up... Also the short comments mixing japanese shogi terms and some other languages might not be that accurate....
