Context menu is shown outside viewport

Describe the bug
When clicking the context menu in the app details view, it might show outside of the current viewport. I'm using Chrome on Ubuntu, not sure if that's relevant

I also noticed that if clicking the "3-dot" button again with the context menu expanded, it moves to inside the viewport. It's very strange.

yes dropdown has issues with repositioning itself relative to the viewport when its parent container is not the document.body.

I think this issue is caused by the dropdown's implementation—it hasn't handled asynchronous children correctly. So, I drafted an argo-ui PR to fix this.
