tp: Bump syntaqlite to v0.5.1 (#5522)

v0.5.1 restructures the `dialect` subcommand into `dialect generate`,
so update tools/gen_syntaqlite_parser accordingly and regenerate the
amalgamated PerfettoSQL parser (syntaqlite_perfetto.{c,h}).
