Cannot connect Gardena Dual Water Control

The problem

I an trying to connect a Gardena Smart Dual Water Control to HA, but it will not find the device. Connecting to my phone works in an instant.

Is it possible to connect this device to HA without owning a Gardena bridge?

It does 'see' the device, but will not connect (integration says 'No devices on network'). Bluetooth integration debug log:
