Currently Chartplotter mode supports one split size for all dashboards. Add Chartplotter mode Per Dashboard Split Sizing Support so each dashboard can have their own split size.

Like a dashboard, but the widgets are webapps i guess: the ability to create a layout where the components are webapps.

Let's imagine i wanted a wide display that has a main vertical split and right pane is freeboard, left pane is split with KIP at the top and Grafana at the bottom.

So a separate webapp to do just that.
