[willow] Legacy Libraries DEPR: Port legacy export page to MFE

All legacy studio pages will be removed after the Verawood cutoff.

However, we probably still want to be able to export legacy libraries to OLX>

So, we should port the library export page to the MFE so that we can continue to export legacy libraries (until they're fully deleted in Xylon).

We don't necessarily have to port the whole page. We could just add an "Export" link to each library's card in the legacy library list, which directly downloads the .tar.gz file.

That's true, especially since legacy libraries are small and should download quickly enough that it can be a synchronous request
