Feature: Use FrankenPHP for better container build and performance

FrankenPHP is a runtime engine that can be embedded within Caddy. Even without Laravel Octane, it shows astonishing performance that PHP-FPM cannot have. It also reduce container complexity by eliminate PHP-FPM setup.

• Generally runs with good perf
• Changed prod base-image to frankenphp because i forgot
• Added yarn so plugins/theme would work
• php.ini customization

We already include yarn in the current image. See here

I have checked and we have nodejs 24.13.0 and yarn 1.22.22 in the current release image.

I would also like to keep the github build structure the same. So using a base image so php can be compiled on a native runner
