FlashMigrationCounter recommends a deprecated component

(Creating this issue because I'm drafting a PR to fix it.)

FlashMigrationCounter recommends using Primer::Beta::Flash and when you use that it fails CI in dotcom and recommends Primer::Alpha::Banner instead.

It would be nice if FlashMigrationCounter bypassed the additional step and saved future developers a CI cycle.
