open_app error in RQGIS3

I am running RQGIS3 within R 3.5.3 in RStudio on a Windows 10 desktop. Using the instructions in https://github.com/r-spatial/RQGIS3, the set_env() command ran, but open_app() returns:
"Error in py_run_string_impl(code, local, convert) :
ImportError: DLL load failed: The specified procedure could not be found."

Which version of QGIS do you have installed?
