[GAME BUG]: CUSA17374 Graphical glitches when a Youtuber using the same build has no such issue

Describe the Bug

So in my PC the game has this blurry graphical glitch, but the one a Youtuber tested does not.
Note that the game only runs without any system modules.

My spec is:
GTX 1060 6GB GPU, 16GB RAM, i5 10400F CPU, Windows 10

Youtuber spec is: CPU: Intel® Core™ Ultra 9 processor 285K (Stock)
GPU: NVIDIA RTX 5080
RAM: 64GB DDR5 6400
Operating System: Windows 11

Reproduction Steps

run the game on version 0.15.1 Pre-release - df32a20 with default settings.
