WHATWG PRs no longer get a preview

I have one WebIDL PR from Feb 11 that doesn't have a preview (whatwg/webidl#1568) and a later HTML PR from the same day that does (whatwg/html#12152).

I think this might have been happening for a while. Fetch was working in January whatwg/fetch#1902 but broken in March whatwg/fetch#1912

HTML doesn't appear impacted.

Oh so something about Bikeshed is not aligned between how WHATWG builds and how PR Preview builds. Hopefully @tabatkins has an idea.

PR Preview is using W3C's web service.

So on my end, this is fixed. I'll go ahead and close this issue unless you'd like to use it to coordinate with @tabatkins.

I'm not sure it's fixed entirely as it still doesn't work, right? I wonder if we need to change the configuration somehow.

We now use a local bikeshed installation on the server

bikeshed spec "$INPUT_FILE" \
              "$WEB_ROOT/index.html" \
              --md-Text-Macro="COMMIT-SHA $SHA"

but it looks very mundane. It shouldn't cause all these reference differences.

I'll try to investigate a bit.
