I'm not totally sure what the point of this step is (or ever was). I've done a bit of archaeology on this and it looks like it might just be a backup folder. I can't find any reference to the /g/data/xp65/admin/intake within the codebase.

Turns out the /g/data/xp65/admin/intake/metadata (we tried moving it to /g/data/xp65/admin/_intake/metadata as a test) is crucial for the build. I'm gonna open a new issue to track down and consolidate the build metadata, because it's sprayed all over the shop.
