###SUMMARY
The cudaGetDeviceProperties function introduced in this PR (https://github.com/OvenMediaLabs/OvenMediaEngineEnterprise/pull/26) requires a stub implementation for environments where the CUDA driver is not installed.
Therefore, a corresponding stub function has been added to ensure compatibility in such cases.
