Run provider compat tests against
v3-X-testbranch tips so we catch breakages before patchlevel releases go out. Added branch entries to the compat matrix, made constraints references explicit since deriving them from the version string doesn't work for branches, and skipped the pip download step for branch versions since breeze handles the install from git.closes: #54454
