build-and-test is failing for Jazzy

build-and-test workflow is failing in main branch: https://github.com/autowarefoundation/autoware_core/actions/runs/24490092625/job/71573150892.

They seem to fail with fastrtps library linking issue:

I was able to reproduce the error with the following:

mkdir -p ~/autoware_core_ws/src
cd ~/autoware_core_jazzy/src
git clone https://github.com/autowarefoundation/autoware_core.git

docker run -it --rm --name core-devel-jazzy -v $HOME/autoware_core_ws/:/autoware_core_ws/ ghcr.io/autowarefoundation/autoware:core-common-devel-20260417-jazzy /bin/bash

cd /autoware_core_ws
apt update
rosdep update
rosdep install --from-paths src --ignore-src --rosdistro $ROS_DISTRO -yr
colcon build --symlink-install --cmake-args -DCMAKE_BUILD_TYPE=Release  --continue-on-error
export RMW_IMPLEMENTATION=rmw_fastrtps_cpp
colcon test --event-handlers console_cohesion+ --executor sequential --return-code-on-test-failure

I'm recreating the core-commond-devel-jazzy image. At least, it seems to have the latest version of fastrtps packages installed so hopefully it will solve the issue.
