Code Review
This pull request adds documentation to the get_lib_name_candidates function and introduces support for the CUDARC_LIBRARY_DIR environment variable. This change allows users to specify a custom directory for CUDA shared libraries, which the loader will prioritize before falling back to standard system paths. I have no feedback to provide as there were no review comments.

I hitted this problem when trying to test different toolkit version on a CI. This allow to give priority to a environment specified location to search libraries from.
