Add GitHub Action to auto-handle low-quality or spam issues

I added:

• Adds .github/workflows/issue-handler.yml
• Detects ""spammy "" or low-effort issue content (e.g., “pls fix”, “help me”, “urgent”)
• Automatically labels spam issues with spam.
