We have determined that all taxonomies should have equivalents in every language, as Volto requests taxonomies in a specific language. You can test this by setting a page to Italian and observing that no taxonomy appears.
Additionally, we have implemented a fix in collective/collective.taxonomy#172 to update the schema for new taxonomies.
