Add monotonicity and essential supremum bounds for the Lebesgue average:

  • laverage_mono_ae
  • setLAverage_mono_ae (tagged @[gcongr])
  • setLAverage_le_essSup
  • laverage_le_essSup

Upstreamed from the Carleson project.
