Adds librtlsdr based plugin for native rtl2832u SDR integration.
Adds flag for enabling plugin build, disabled by default.
Requires manual installation of the librtlsdr library itself, mentioned in plugin readme and in makefile.
Tested on MacOS Tahoe and RaspberryPiOS.
Made on top of previous pull request that adds arm64 support.
