Take a fairly conservative stance and preserve the bits about postscript/PDF submissions, while trying to encourage XML.

Submission is currently closed, so I couldn't verify that we still take these other formats.

The new wording implies that we discard any PDF/etc. included with an XML upload, which I am not entirely confident is currently true.

"format" here was overloaded for both the plain-text bit and the layout; I dropped it down to just being the layout/structure since the format of an RFC is now multi-valued.

I-Ds are generally written with a structure similar to that of an RFC,
although they may be rough drafts when the first version is submitted. This
structure is specified fully in "Instructions to RFC Authors" (on the RFC
Editor's Web pages [RFCED]). With the advent of the "v3" RFC-authoring

Assuming those instructions are supposed to be https://www.rfc-editor.org/old/instructions2authors.txt they are kind of dated.
