The new wording implies that we discard any PDF/etc. included with an XML upload, which I am not entirely confident is currently true.

"format" here was overloaded for both the plain-text bit and the layout; I dropped it down to just being the layout/structure since the format of an RFC is now multi-valued.

Take a fairly conservative stance and preserve the bits about postscript/PDF submissions, while trying to encourage XML.
