[SHEL-4135] : Add display_scan_abort_on_bss_limit to control
whether UMAC aborts a scan or prioritizes best
RSSI when the BSS limit is reached.

UMAC:
SHEL-4135 : Introduce display_scan_abort_on_bss_limit in command init
to control UMAC behavior when the maximum BSS limit is
reached.
This toggle allows the system to either abort the scan
or prioritize loading BSS entries based on the best RSSI.
