fix(data:monorepo): add dotnet org URL for aspnet-api-versioning monorepo

Changes

Add the new GitHub organization URL for the aspnet-api-versioning monorepo.
The repository was moved from the Microsoft organization to the dotnet organization.

The legacy and the new URL are grouped together:

• https://github.com/Microsoft/aspnet-api-versioning (legacy)
• https://github.com/dotnet/aspnet-api-versioning (the new URL)
