On that page, look for the latest release and download the Windows file. If there are more than one file, choose the one that ends in .exe or .zip and matches Windows.
Open the release page and download the latest Windows package.
If your browser shows a prompt, choose Save.
If you downloaded an .exe file, double-click it to start the app.
If you downloaded a .zip file, right-click it and choose Extract All, then open the folder and start the app from there.
Windows may ask for permission the first time you run it.
Choose Yes if you trust the source and want to continue.
After the app opens, it will show the main window or a tray icon.
From there, you can start the gateway and keep it running.
