If the motor control unit doesn't receive any valid thruster PWM
commands after a set timeout window of 5 seconds the thrusters are
turned neutral. Watchdog timer isn't used here for two reasons: 1. we
only want to set the thrusters neutral, not reset the whole unit. And 2.
we want to keep the camera light on even after a timeout.
