feat(autoware_trajectory): add temporal trajectory

Description

Before this PR, temporal trajectory support was part of the large PR autowarefoundation#998.

This PR isolates the main temporal trajectory feature on top of the preparatory stacked branches.

• add and time-distance mapping support
• add temporal utilities such as crop, stopline insertion, and time offset handling
• add examples, README updates, and temporal trajectory tests
